Certification in System of Standards of the Republic of Belarus.

Certification of the production in Belarus is carried out in accordance with National System of Conformity, technical regulations or GOST-R. National System of Conformity was developed in 2004 and is constantly modified under the influence of changing world’s standards and norms accepted in Customs Union, of which Belarus is a member. If you want to enter and sell foreign production in Belarus, the certificate of Conformity is a necessity. Procedure of certification is carried out by state authority, competent and accredited in that field. To determine if the production is subject to mandatory certification, it’s advisable to familiarize yourself with “List of products, services, personnel and other conformity assessment bodies that are subject to mandatory certification in Belarus ", in accordance with Resolution Nr. 35 from 30/6/2004.

There are several certification schemes, including certification for serial production or for the manufacturer. Those certificates are issued for maximum of three years. To carry out the certification procedure, it is necessary to select one of the certification schemes. It is also advised to check beforehand if the production that we want to certify is subjected to certification, it will shorten the waiting time for the decision of the authority that’s reviewing the application.

It is necessary to determine certification scheme:
  • For a manufacturer
  • For a receiver
  • On a contract
The most preferred is the first model, it allows multiple deliveries of production to Belarus, regardless of changing receivers. With such model certificates with validity term of 3 years are forced. This certificate has only the information of the manufacturer, which allows easier trade and reduces the expenses of related to obtaining certificates each time there is a change in the contract or receiver. Models, or schemes of certifications are based on schemes in ISO system. Schemes for production groups are described in the Technical Regulations of the Customs Union, if the regulations have no mentioning of the production group it has to described in the certification scheme ТКП 5.1.02-2012.

Procedure and scheme of the certification is determined by certifying body in agreement with the applicant. It is worth paying attention to changes concerning the List of production that is subject to certification, as it is frequently modified. Depending on Statute that was passed by the Commission, there are several types of groups of products that are subjected to certification or declaration.

Besides certification Belarus is enforcing the Declaration of production, Testimony of National Registry. Certificates are issued on official forms, marked with STB.

Copies are also available on forms with high level of protection. Certificate of conformity is a guarantee of high quality of the production, safety of health and life as well as the environment. Only the certified production can find itself of interest of the serious counterparties and be of interest to consumers.
